8 Best SEO Companies in Norfolk, VA (2026)

I checked the registered address of every SEO company in Norfolk, VA. Only two of the eight are actually headquartered here. Pricing, fit, and the honest list.

I work at a 950 person SEO agency during the day, so I see how large agencies run search across thousands of clients. On nights and weekends I run Ravana Solutions out of Norfolk, where I do the SEO myself for businesses across Hampton Roads. That combination gives me a view of this market most people writing these lists do not have.

Before writing this, I did something the other Norfolk lists apparently did not: I looked up the registered business address of every company that ranks for Norfolk SEO terms. The result is the most useful thing in this article. Of the seven competitors below, exactly one is actually headquartered in Norfolk. Three are elsewhere in Hampton Roads, one sits in a Chesapeake neighborhood confusingly named South Norfolk, and two are out of state agencies in Ohio and Pennsylvania running Norfolk landing pages with no Virginia address at all.

That does not automatically make the out of town firms bad. Some of them are very good. But you deserve to know who is actually here before you hire someone who claims to understand your market.

This is not a pay to play list. Nobody paid to be here. I am including my own company. The order below is not a ranking of quality: it runs roughly from the firms actually rooted in Norfolk out to the ones running Norfolk landing pages from other states, because that is the distinction I think matters most and the one no other list makes.

What Is the Best SEO Company in Norfolk, VA?#

The honest short answer is that it depends on the size of the job. For most small and mid sized Norfolk businesses, Ravana Solutions, my company, is the strongest fit: it is the only firm on this list that publishes its SEO retainer pricing at all, at $750 to $2,500 a month, month to month with no contract, and the only one where the person doing the SEO owns the company. TechArk is the safest pick when the job is large enough to need a real bench, and they are the biggest firm actually headquartered in Norfolk. Bryant Digital has the strongest proven ranking footprint I have measured in Virginia Beach. Array Digital is the specialist choice, but only if you are a law firm, because they work exclusively with law firms by their own stated policy. VISIONEFX, Hackworth Marketing, Jason Shaffer Group, and Helium SEO each fit narrower situations I cover below.

How Did I Evaluate These Norfolk, VA SEO Companies?#

For each company I checked:

  • Where are they actually located? I pulled the registered business address rather than trusting the page title. A "Norfolk SEO company" with a Cincinnati headquarters is a landing page, not a neighbor.
  • Do they publish pricing? Almost nobody in this industry does, and that tells you something about how quotes get set.
  • What do they lead with? Several of these firms sell websites first and treat SEO as an add on. That is fine if you need a website. It matters if you need rankings.
  • Who actually does the work? A 120 person global agency and a two person shop are different products. Neither is wrong. You should know which you are buying.
  • What does their Google profile show? Every firm here with a findable profile rates 4.9 or 5.0, so the rating is meaningless as a differentiator. Review count is the only number that separates them.

A note on that last point, because it matters when you compare these companies yourself: every firm here with a verifiable Google profile carries a 4.9 or 5.0 star rating. That is not because they are all excellent. It is because agencies ask happy clients for reviews and rarely ask unhappy ones. Use review counts and recency, not the star rating.

1. TechArk#

Website: gotechark.com Based in: Norfolk, VA (415 W York Street, downtown) Best for: Established Norfolk businesses that need websites, software, and marketing from one large team

TechArk is the only large agency on this list with a genuine Norfolk headquarters, and they have been at it since 2012. Their own site claims a global team of 120 plus developers, designers, and digital marketers, which makes them the biggest firm operating in this market by a wide margin. That headcount is worldwide, not all sitting on West York Street. Their Google profile carries 127 reviews at 4.9 stars, the deepest verified review base of any Norfolk headquartered option here.

They are also one of the very few agencies in Hampton Roads that publishes any pricing at all. Their design and development page lists websites starting at $4,950 and hosting and maintenance starting at $195 a month. They do not publish SEO retainer rates.

Worth understanding: TechArk leads with websites, not SEO. Their service list spans ecommerce, branding, custom software, mobile apps, automation, AI chatbots, and fractional AI leadership. That breadth is a genuine strength if you need several of those things at once.

Strengths: Real Norfolk headquarters, by far the largest local team, established since 2012, publishes some pricing, genuine full stack capability Considerations: SEO is one line item inside a very broad agency. With a 120 plus global team and enterprise software work in the mix, a small monthly local SEO retainer is unlikely to be the account that gets senior attention.

2. Ravana Solutions (That Is Us)#

Website: ravanasolutions.com Based in: Norfolk, VA (serves Norfolk, Virginia Beach, Chesapeake, Suffolk, Portsmouth, Hampton, and Newport News) Best for: Small Norfolk businesses that want the person doing the SEO to be the person they talk to

Full disclosure: this is my company. I am including it so you can weigh it against the others. TechArk is listed above on team size, review count, and years in the market, and that ordering is deliberate: if your project needs a large multi discipline team, they are the better answer and I will say so plainly.

We are a two person operation. I handle all the technical work myself: audits, strategy, code, and implementation. Ishan handles client relationships and operations. There is no junior staff, no outsourcing, and no handoff between the person who sells you and the person who does the work.

What I bring that a shop this size normally cannot: I spend my days as a senior strategist at a 950 person agency, so the methods I run for a Norfolk plumber are the methods I watch get run for national brands. 3. Bryant Digital#

Website: bryantdigital.com Based in: Virginia Beach, VA (2421 Bowland Parkway) Best for: Businesses that want the agency with the strongest proven ranking footprint across Hampton Roads

Bryant Digital is not in Norfolk, but their own search visibility is hard to argue with. Every time I have pulled the Virginia Beach commercial terms they sit at or near the top, which is the most honest credential an SEO company can have: they can do for themselves what they are selling you. I have not measured them across every Hampton Roads city, so treat that as a Virginia Beach observation rather than a regional claim.

They list 11 people by name and role on their agency page, which is more transparency about staffing than most firms here offer. They are both a Google advertising partner and a Meta marketing partner, and their service list runs from SEO and paid search through video production, ecommerce, and CRM implementation.

Their Google profile makes an explicit staffing claim worth asking about directly: "All senior staff. No juniors. Your strategist is your account manager." That claim appears on the profile rather than the agency page, so I would confirm it in the sales conversation rather than assume it.

Strengths: Strong demonstrated rankings in Virginia Beach, named team, platform partnerships, broad service range Considerations: Virginia Beach based and positioned as a statewide and national agency, so Norfolk specific local SEO is not their central focus. Their 25 Google reviews are a modest base next to TechArk and Array. No published pricing.

4. Array Digital#

Website: arraydigital.com Based in: Chesapeake, VA (660 Independence Parkway) Best for: Law firms, and genuinely nothing else

Array Digital carries the highest verified review count of any firm on this list, 143 reviews at 5.0 stars, and they have been operating since 2017. Founders Erik J. Olson and Kevin Daisey are visible and active in the industry.

The decisive fact is a self imposed one. In their own words: "Array works exclusively with law firms. The system, reporting, communication structure, and operational processes are all designed around how law firms operate."

If you run a law firm in Norfolk, that focus is a real advantage, and you should shortlist them. If you run anything else, this is a hard disqualifier set by the agency itself, and no amount of budget changes it.

Strengths: Deepest verified review base here, genuine vertical specialization, established leadership Considerations: Chesapeake rather than Norfolk, and they will not work with you unless you are a law firm. No published pricing.

5. VISIONEFX#

Website: visionefx.net Based in: Virginia Beach, VA Best for: Businesses whose main need is a website, with SEO as a secondary service

VISIONEFX has the longest operating history of anyone on this list. Their own site says they were founded in 2000, though some third party directories list 2005, so call it two decades or more in a market where most agencies do not last five. They rank well for web design terms across several Hampton Roads cities and maintain dedicated city pages, including one for Norfolk.

Their lead service is web design and development, with SEO, ecommerce, and custom database programming alongside it. If your real problem is an aging website rather than rankings, that ordering works in your favor.

One thing I could not verify and will not repeat: their site references a large number of five star Google reviews, but I could not find a Google Business Profile for them to corroborate it against. Treat any review figure for this firm as self reported until you can see the profile yourself.

Strengths: 26 years in the market, strong web design record, city specific pages, publicly named clients Considerations: SEO is secondary to design here. No verifiable Google Business Profile, no published pricing, and no stated team size, so ask directly who would actually work on your account.

6. Hackworth Marketing#

Website: hackworthmarketing.com Based in: Chesapeake, VA (South Norfolk borough) Best for: Small businesses that want marketing bundled with print and signage from one long established local company

This one needs a geography note, because it is genuinely confusing. Hackworth's own about page describes a "South Norfolk headquarters." South Norfolk is a borough of Chesapeake, not part of the city of Norfolk. If you found them while searching for a Norfolk company, that is why.

The more important structural fact: Hackworth Marketing is a division rather than a standalone agency. Their about page states it is "a division of Hackworth Reprograhics, Inc." [sic], alongside Hackworth Graphics and Printing and Hackworth Technology. The parent business dates to 1991, though the marketing division is much newer.

They lead with a proprietary system called M5, built on what they call an R4 Framework covering reputation, resell, reach, and retarget, and offer web design, social media management, local SEO, and paid search.

Strengths: Long established local parent company, one vendor for print, signage, and digital, genuine Hampton Roads roots Considerations: Not actually in Norfolk. Digital marketing sits inside a printing and reprographics business, and their Google profile lists a single category, marketing consultant, with 11 reviews, the smallest base here. No published pricing.

7. Jason Shaffer Group#

Website: jasonshaffer.net Based in: Harrisburg, Pennsylvania Best for: Businesses that want a pure SEO specialist and do not care where that specialist sits

Jason Shaffer Group is the purest SEO shop on this list. No web design, no branding, no video. Just local SEO, national SEO, ecommerce SEO, Google Ads, and link building, operating since 2012. In an industry where nearly everyone bundles, that focus is genuinely rare and genuinely valuable.

They also describe themselves honestly as small: "Since we're not a large agency" and "our small yet experienced team" both appear on their own site. They advertise no long term contracts.

The catch is location. They are in Harrisburg, Pennsylvania, and run separate landing pages for Norfolk, Virginia Beach, Richmond, and Fairfax. The Norfolk page states no local address or office, and their 63 Google reviews sit on the Harrisburg profile. Their claim that clients "generate 3.4 times as many leads after switching" is a self reported figure I could not corroborate.

Strengths: Genuine SEO specialization with no upsell into design, no long term contracts, established since 2012, honest about their size Considerations: No Virginia presence of any kind. Their Norfolk page asserts an understanding of regional market dynamics, but nothing on the site substantiates local clients, local citations, or a Hampton Roads footprint. You will never meet them.

8. Helium SEO#

Website: helium-seo.com Based in: Cincinnati, Ohio Best for: Larger businesses that want revenue reporting depth and do not need a local partner

Helium SEO is a national agency, founded 2016, running location pages for 28 plus cities including Norfolk. Their contact page lists exactly one physical address and it is in Cincinnati. There is no Norfolk office and no Norfolk Google profile; their 47 reviews sit on the Cincinnati listing.

Their genuine differentiator is reporting philosophy. Their own line is "Most agencies report on traffic. We report on revenue," and their service list is deep on the analytical side: technical SEO, SaaS SEO, conversion rate optimization, account based marketing, and digital PR. For a business large enough to need that machinery, it is real.

Their profile claims a "400%+ average client ROI," which is an unverifiable self claim and should be treated as marketing rather than a forecast.

Strengths: Deep analytical and reporting capability, broad specialist services, free audit offer, no contracts advertised Considerations: No Virginia presence at all. Norfolk is one of 28 plus city landing pages. If local market knowledge or an in person meeting matters to you, this is the wrong shape of company.

What Should You Actually Look For in a Norfolk SEO Company?#

After checking all eight, here is what I would hold a candidate to.

Ask for the business address, not the service area. Six of the seven competitors above rank for Norfolk terms without a Norfolk address. That is legal and common, and it is also the single fastest way to sort this list. Ask where the person doing your work actually sits.

Ignore the star rating and look at the review count. Every one of these with a findable profile is 4.9 or 5.0. The rating carries no information. Review counts range from 11 to 143, and recency matters more than either.

Ask who does the work and get a name. At a 120 person agency, the person in your sales meeting is almost never the person in your account. That is not a scandal, it is how agencies work, but you should know before you sign rather than after.

Ask what happens in month one. A good answer is specific: a technical audit, the Google Business Profile finished properly, and the first pages built for the searches you can actually win. A vague answer about brand awareness is a bad sign.

Get the exit terms in writing. Who owns the content, the pages, and the Google Business Profile access when you leave? If the answer is anything other than you, keep looking.

Where Can a Norfolk Business Actually Win?#

Norfolk is a genuinely winnable market, which is not true of every city in this region. Virginia Beach is far more contested, and Bryant Digital in particular has a grip on the commercial terms there that a small budget will not break. Norfolk organic is more open, and the neighborhood and near me searches are wide open.

The practical implication for how you spend: a small business here should almost always start with the Google Business Profile and neighborhood level pages rather than chasing "norfolk seo" style head terms. Ghent, Downtown, Ocean View, and Park Place searches convert well and cost a fraction of the effort.
